You can visit the Planning Department in person Monday through Friday 8am-5pm.  The counter for permits and other questions is open until 4pm daily.  Like other jurisdictions, you can also go directly to the cities web site for information on building in the City of Bellingham.  The city has also listed a very long list of printable applications, frequently asked questions, city standards etc. that can be reached direclty by clicking here.
